I have examined the accompanying Ordinance, entitled

*An Ordinance to apply a sum not exceeding Five milli

on eight hundred and ninety-nine thousand seven hundred and seven

ty-one Dollars to the Public Service of the year 1912. "

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions,

This Ordinance follows the model adopted in the Straits Set- tlements, which makes provision for the deduction of sums provided in accordance with law; so that, unlike Ordinance No.30 of 1910, it does not include in its nett total the items concerning Military Expenditure, Charges on account of the Public Debt and Pensions, these items being already charged on the Revenues and other funds of the Colony in accor- dance with the provisions of the Ordinances enumerated in section 2.
